Jan. 18--Although inflation was minus 0.1 percent in 2006, average prices were 2.1 percent higher than in 2005, according to a Bank of Israel analysis of Central Bureau of Statistics data. Excluding price-controlled goods and services, average prices were 2.7 percent higher in January-November than in the corresponding period of 2005, at the upper range of the government's 1-3 percent price stability target. Average prices for price-controlled goods and services rose by 5 percent in 2006, well above the inflation target.
