TROY - Forty years ago, a small group of citizens met to form a local militia in President Lyndon Johnson's just-declared war on poverty.

The battle rages on, but the troops have grown. The Commission on Economic Opportunity began in 1965 by offering a summer Head Start program to help poor youngsters get ready for school in six sites throughout the county.

Today, some 14,000 people are helped each year by the agency, through a breathtaking array of programs.
