ALBANY - It was 10 a.m., and the city's truancy abatement team was already into the second crisis of the morning. This one was a whopper.
The team, led by Sal Villa, a former high school administrator, was visiting the home of a fifth-grader who hadn't been showing up at School 19.
The apartment contained almost no furniture, save a set of shelves with a small TV and video game setup. Dishes were piled high in the sink and on the floor was a box of Arctic Pops, which were supposed to be in the freezer.
