Appointed Richard H. Moran to the vacant position of town justice, retroactive from May 1 to Dec. 31. Dennis M. Englert retired on May 1 after more than 20 years as a town justice. Moran, a former village justice in Scotia, will earn a pro-rated annual salary of $16,503.
