Jan. 22--VIRGINIA BEACH -- It's not as grandiose as the $4 billion South Korean proposal. Nor is it right next to the Virginia Beach Convention Center, like Hyatt's plan. But Armada Hoffler thinks its proposal for the Oceanfront is just right, and the company hopes to persuade the City Council to back it. The company, with former football star Bruce Smith, envisions a glass hotel tower, some apartments or condominiums, and an entertainment center that will draw national tenants, similar to Norfolk's Waterside, on the former Dome site.
