Reaction in Washington Monday to the failure of the U.S.-Soviet summit to agree on nuclear-arms cuts generally fell along partisan lines, with Democrats saying President Reagan missed a historic chance and Republicans applauding him for refusing to compromise on "Star Wars" research.
Meanwhile, three members of the Soviet bloc - Bulgaria, East Germany and Hungary - were quick to blame Reagan for the failure of the two sides to reach an agreement.
