When is the Albany Parking Authority not the Albany Parking Authority?
When its members are just chit-chatting.
The case in point occurred Tuesday, when all five members of the authority gathered in the office of Mayor Thomas M. Whalen III for a private session in apparent violation of the state Open Meetings Law.
The gathering lasted perhaps 15 minutes, when the members emerged from the mayor's office and walked next door to the mayor's conference room where they met for about 5 minutes in a scheduled public session.
