Both the government and black leaders sought Sunday to head off a feared confrontation between South African blacks and security forces during today's observance of the 10th anniversary of the 1976 Soweto uprising.
Nobel Peace Prize winner Desmond Tutu, condemning violence by the government and by black radicals, appealed to blacks to "show restraint" and invest the day "with the dignity that it deserves."
The government, in an apparent departure from its strict state of emergency regulations, said "all bona fide indoor church services" would be permitted today, but all outdoor gatherings would be banned.
