The proposed Albany County civic center took a step toward reality Tuesday night when the county legislature voted along party lines to approve plans for borrowing $35 million to build the arena.The vote in the 39-member body was 26-10. It was the minimum number of votes required to pass a bonding resolution. All 26 Democrats on the legislature voted for the measure, while all 10 Republicans present voted against it. Three Republicans were absent.The proposed 15,000-seat facility - a dream of Albany County Executive James J. Coyne since his 1983 re-election campaign - is estimated to cost $41.5 million.
