For two years in a row, Gov. Mario M. Cuomo has proposed creating high schools of excellence in regions across New York state. But the Capital District will not be getting one.
Educators planning such a school say that because of long commutes for students and little support from the public, a school such as the one on the TV show "Fame" would never work in the Capital District.
Instead, they are planning "a school without walls" - a program for bright students to meet in theaters, universities and corporate research centers in the Capital District.
