Gov. Cuomo's Work-Not-Welfare bill is full of promise. Behindit lies the sound belief that, while welfare assistance for many persons is necessary, it is just as necessary that welfareprograms do not seduce those sound of body and mind into accepting a life of indolence and monthly government checks.
The Work-Not-Welfare program, if passed into law, would require the state's 62 counties to assess the needs and abilities of recipients in their jurisdiction. They would then refer those who are employable to a supervised job search or training program.
