After the Statue of Liberty, no other site in New York draws as many tourists as Niagara Falls and none would seem to have as many nagging questions about it.
This country's former honeymoon capital is undergoing a transition with the end result up for grabs. And plenty of people have their hands out.
After years of rancor, for instance, local leaders recently agreed to a state plan that will provide the first signs directing visitors to Niagara Falls on a major highway leading here.
