What could have been the nucleus of a national campaign team for Gov. Mario M. Cuomo is dispersing in the wake of his decision not to seek the 1988 Democratic presidential nomination.
Last week, Frederick Martin gave up a $60,638-a-year salary as part of Cuomo's Washington, D.C., lobbying staff to manage Tennessee Sen. Albert Gore's presidential campaign.
Martin, 34, was a speechwriter and issues adviser to former Vice President Walter Mondale and served as speechwriter to Geraldine Ferraro during her unsucessful run for vice president in 1984 on the Democratic ticket headed by Mondale.
