President Reagan said Tuesday that the Soviet Union will not be allowed to move into its new hilltop embassy here until the United States is satisfied that its new diplomatic mission in Moscow is secure from Soviet eavesdropping devices.

In an unscheduled appearance before reporters at the White House, Reagan also said the United States might tear down its new $191 million embassy chancery in Moscow rather than move American diplomats into the building if it cannot be cleared of electronic bugs.
