The rush was on Friday to raise highway speed limits to 65 miles an hour, but New York, New Jersey and Connecticut seem unlikely to join the stampede.
Several states in the South and West had passed legislation raising the 55- mph limit even before Congress moved to allow them to do so on rural interstates without losing federal highway funds. And other legislatures were working quickly to take advantage of the new rules, which became law on Thursday when Congress overrode President Reagan's veto of an $87.9 billion transporation bill.
