It's neither unusual nor necessarily unethical for the city of Albany to have hired an outside attorney to represent its interests during the ongoing federal investigation into City Hall, according to numerous experts on legal ethics and municipal law.
Those experts say there are a variety of good reasons why a city law department would hire outside counsel, including not having someone on staff who has expertise in a particular area of the law.
