Howard H. Baker Jr., 61, a low-key, deliberate Tennessean with a hankering to be president himself, comes to his new job as President Reagan's chief of staff with the almost universal respect of his former Senate colleagues.
The news that the former Republican Senate majority leader has been tapped for the difficult job of rebuilding the Reagan presidency brought immediate praise Friday from Capitol Hill legislators.
"Howard Baker has instant credibility," said Senate minority leader Robert Dole, R-Kan. "I believe the President has hit a home run."
