The United States has begun rejecting applications from some Soviet Jews and other Soviet citizens who want to come to this country as refugees.
State Department and immigration officials said Friday that over the last few months at least 175 Soviet Jews had been denied refugee status because they could not demonstrate "a well- founded fear of persecution" in the Soviet Union. In addition, they said, 99 Soviet Armenians have been denied refugee status for the same reason.
