The American people Tuesday lived up to their reputation as inveterate ticket splitters by placing a Republican in the White House while maintaining Democratic domination of Capitol Hill.
As they handily propelled George Bush to the presidency, they just as easily sealed the Democratic lock on the House and Senate.
In state after state, citizens cast their ballots for Bush, the Republican, at the same time they voted for Democratic senators, congressmen and governors. In at least one state, Minnesota, they gave the nod to Michael Dukakis, the Democratic presidential nominee, while re-electing ...
