The state Department of Civil Service is emphasizing training at the expense of testing, and that's unfair to thousands of employees holding "provisional" civil service jobs, the state's largest public employee union has charged.
But a union official was unable to back up the charge with specific examples and a Civil Service Department spokeswoman says that's because there are none.
