The state continues to permit PCBs to be discharged into waterways, a decade after the toxic chemicals were banned.
The state Department of Environmental Conservation has issued 21 permits to companies and sewage plants allowing PCB discharges, including one in Cohoes, one in South Glens Falls and three near Fort Edward, Washington County.
Although the discharges are tiny - usually measured in parts per billion - officials say they are considering tightening PCB restrictions.
