The Albany Parking Authority may build a share of a $100 million development downtown, giving it air rights where two office buildings are proposed and eminent domain over land owned by Capital City Rescue Mission.

An official with the mission, which serves homeless people downtown, said that action would mean the mission not only would have to sell its land, but could lose its hoped-for profit.
