The Environmental Protection Agency announced new manufacturing quotas on chlorofluorocarbons Monday, to slow future depletion of the upper-atmosphere ozone layer.
The EPA also said it is leaning toward a "windfall profits" fee designed to make sure that the federal government, and not chlorofluorocarbon manufacturers, benefits from rising prices for the man-made gases.
But with growing evidence that chlorofluorocarbons, or CFCs, are severely damaging the ozone layer, EPA Administrator Lee Thomas abandoned earlier claims that the regulation could effectively "save" ozone from destruction.
