In what federal prosecutors called one of the biggest such operations ever uncovered in the country, four Capital District men were charged Thursday with selling illegal cable unscrambling devices from six corporations in downtown Troy.
Federal Bureau of Investigation agents made the arrests after 2 1/2 years of steady investigation, according to Assistant U.S. Attorney Bernard J. Malone Jr., key prosecutor in the crackdown.
