With the United States acting as mediator, South Africa, Angola and Cuba have reached tentative agreement on a document containing a basic set of principles for the withdrawal of Cuban troops from Angola and black majority rule in Namibia, it was announced Wednesday.
In making the announcement, Chester A. Crocker, assistant secretary of state for African affairs, said the agreement constitutes "the essential elements of a political settlement in southwestern Africa."
