The sand-blasting and spray-painting of bridges over the Champlain Canal is putting tons of pollution - including lead paint chips - into the water because the state waived new pollution protection rules for bridge-repair work.

The state Department of Environmental Conservation official who approved the waiver said Thursday that it was limited to a few bridges and lock gates in the Fort Edward area. But environmentalists and EnCon officials emphasized that the state only recently adopted any rules for pollution protection during painting projects and there are still too many exceptions.
