Why should Eagan and the state of Minnesota give huge Thomson Corp. - a company with market value of about $27 billion - millions in tax breaks to expand its Thomson West legal-publishing campus?
The answer seems to be because 2,000 additional high-paying jobs is a big prize. And in the era of competitive bids from other states and municipalities, that's how these deals often get done.
