Jan. 26--DENVER -- A pipeline from Fremont County to Colorado Springs would be the most likely outcome if the city of nearly 400,000 is unable to build a pipeline in Pueblo County. The plan could reduce minimum flows through Pueblo negotiated under two 2004 intergovernmental agreements and eliminate Pueblo County's role in the so-called 1041 land-use regulations, Colorado Springs Utilities officials said.
