President Kurt Waldheim, mired in controversy over charges that he concealed his record as an officer in Hitler's army, Thursday marked the eve of the 50th anniversary of Germany's annexation of Austria by appealing to the nation to "struggle with the shadows of the past."

Waldheim, in a 10-minute television address, apologized in the name of the republic for Nazi crimes committed by individual Austrians during the seven years that this country was part of the Third Reich.
