Gov. Mario M. Cuomo plans to propose more sweeping changes in the state's Medicaid program, including a measure requiring some participants to enroll in health maintenance organizations, his aides said.
In exchange for supporting increased eligibility for Medicaid, the health-care program for low-income people, the governor also will propose ways to cut costs, including competitive bidding for such items as drugs and eyeglasses, said Ilene Margolin, Cuomo's deputy secretary for health and human services.
