Jan. 27--Many school districts say they have strict rules about who can be a bus driver. But they don't look deeply enough into applicants' driving records to enforce their rules. At least 13 of the 15 Franklin County districts with busing say their rules are stricter than the state's -- they allow fewer violation points on a driver's record or they ban anyone with certain offenses. For example, Dublin says it won't hire anyone who ever has been caught driving under the influence of drugs or alcohol. But the district doesn't check an applicant's entire driving record, instead relying on an "abstract" ...
