FOR A CENTURY or more there has been a respect in which liberalism has been to political theory and much Western political practice something like instruments of exchange are to economic interactions. While it is rare to find a champion of liberalism who is without dissatisfacton concerning its available formulations, even its harshest critics are no more able to be done with it than consumers, entrepreneurs, and governments can dispense with currency and credit. Much as discontinuities and innovations (abandoning the gold standard, the introduction of floating exchange rates and personal credit cards) have altered the particulars while sustaining the basic arrangements ...
