NEW ORLEANS _ Former President Jimmy Carter's complaint that the State Department frowned on his mission to Haiti is the latest manifestation of his checkered relationship with the nation's foreign policy bureaucracy.
From the inception of his presidency nearly 18 years ago, Carter has fought the State Department over matters of issue and image.
As president, he often believed career diplomats were working behind the scenes to stymie his policies that challenged the status quo. After he left office in 1981 and embarked on a course of free-lance diplomacy, Carter created further consternation within the department because of the appearance that he was pre-empting.
