Jan. 31--HARRISBURG -- Sen. John Rafferty (R., Montgomery) plans to draft legislation that he says would "close a loophole" that has allowed one Pennsylvania supermarket to sell beer and has led other stores to seek approval to do so.
At issue is a push by one convenience store and two supermarket chains to get into the six-pack-to-go market by fitting within the same guidelines that now regulate some delicatessens.
"The business is continuing to evolve. We are not trying to curtail the customer's right to be able to purchase beer, but we are trying to make sure it's done according to what's best for the overall ...
