For Faye Stewart, chairman of the Lane County Board of Commissioners, it boils down to this: Vote for the county income tax in May or watch 240 criminals be released from jail after July 1.
"I don't want it to look like a scare tactic," Stewart said. "It's reality. It's the reality that we're facing."
Fresh from voters' narrow defeat of a public-safety income tax proposal in November, the commissioners are studying the tax again and may vote next month to put an even larger income tax on the May ballot.
