More constitutional amendments have been introduced to modify or abolish the Electoral College than for any other purpose. Americans' democratic instincts rebel at the prospect that the Electoral College can choose a president who didn't win the most votes. A proposal in Oregon and elsewhere to bind states' electors to the result of the nationwide popular vote, however, would bring no improvement.
