As engines were started on a DHL DC-8, Transient Alert (TA) crew chief SrA Dennis Rutledge noticed that the number two engine cowling blow-out door was flapping. He motioned to the Aircraft Commander (AC) to shut off the number one and number two engines. The AC waved him off. SrA Rutledge immediately notified the TA NCOIC, TSgt Michael Leach. TSgt Leach quickly notified the Air Control Tower of the concern, that the panel could separate and damage the number one engine or it could be dropped on the runway endangering another aircraft landing or taking off.
