Feb. 5--Crime Stoppers was once a powerful force in the Twin Cities. Its anonymous tips line and cash rewards -- widely publicized on TV news shows, billboards and bumper stickers -- helped solve countless crimes. But in the past year, the nonprofit group has slipped from public view and is nearly out of money. The organization's board was planning to shut down its operations today.
