Feb. 5--LODI -- Lodi police, engaged in a long-running game of cat-and-mouse with suspected brothels operating as massage parlors, expect to get the upper hand Wednesday.
That's when the Lodi City Council likely will adopt an ordinance making it tougher for massage businesses to engage in illicit acts.
Lodi police have found sex toys in massage rooms and masseuses dressed in fishnet, see-through clothing or nothing at all. Police Sgt. Steve Price said it's not prohibited in the existing ordinance, but will be in the new one.
