Feb. 2--Caterpillar Logistics Services is close to a deal to bring the huge, abandoned General Tire building back to life as a distribution center.

The Waco City Council on Tuesday will vote on giving $400,000 in city and county incentives to the company, which plans to take over more than 900,000 square feet of the building, a massive symbol of one of the city's most trying economic periods.

Caterpillar would spend $7.6 million on improvements by summer and employ up to 40 people at a wage of $12 an hour or more, city documents show.
