Late last July, when people of high principle gathered here in Washington for a White House conference on "Character Building for a Democratic, Civil Society," stories about Bill Clinton's character were dominating the news, along with speculation about how many millions in lawyers' fees Whitewater and meeting Ms. Jones might wind up costing the First Family. The conclave, however, wasn't about the "character problem" of the person in the White House. This was a White House conference about building character in us.
