"ARGENTINA is a land of plunder, a new land virtually peopled this century," V.S. Naipaul decided in a devastating essay about Argentina in the 1970s. "It remains a land to be plundered; and its politics cannot be anything but the politics of plunder." Argentina has indeed been poorly served by its politicians. It is thus less of a compliment than it first appears to say that Carlos Menem has been the country's best president in living memory--and perhaps this century. But is he the right man to take Argentina through its next stage of rehabilitation?
