Feb. 9--WEST PALM BEACH -- Complaints about a grand jury's final report on "pay-to-play" corruption in the city prompted State Attorney Barry Krischer on Thursday to designate a second grand jury to revisit the investigation. Last Friday, the first grand jury released a 12-page report that found no criminal charges or clear-cut evidence that businesses or developers paid city officials to get special favors. However, the grand jury said there is an appearance of pay-to-play.
