Feb. 13--Gov. Janet Napolitano clearly gets frustrated with the legislative process, which can be agonizingly slow and often is colored by overt partisan tones that unfairly pits the Democratic chief executive against Republican leaders in the Legislature.

So Napolitano has made liberal use of executive orders to set government policies and launch new programs instead of seeking approval from lawmakers. The governor's attitude has been that she can act if state law doesn't forbid a good idea and if she can use discretionary tax dollars to support it (or find private dollars instead).
