PORTLAND, Ore.--Even with a doctor in the governor's mansion, Oregon legislators are likely to amputate parts of the Oregon Health Plan during the next session.
Dr. John Kitzhaber, the Roseburg physician and Democrat who authored much of the Oregon Health Plan, beat out former Congressman Denny Smith, a Republican who opposed the health plan. Meanwhile, however, observers say that the cash-strapped state budget and the newly gained Republican control of both state houses will cause the plan to be scaled back.
