Feb. 14--Oregon cities could lose another tool for forcing property owners into city limits under a pair of bills introduced in the Legislature.
In a continuation from two years ago, lawmakers say the inspiration for the backlash was Beaverton leaders' forced addition of dozens of businesses and hundreds of homes to city limits.
Though numerous annexation limitations were enacted in the 2005 legislative session, the island annexation method survived. Under that formula, city leaders can take in land that is surrounded by a city without the owner's consent.
