There is substantial evidence of racial disparities in health care access and utilization. Hispanics and African Americans are less likely than whites to have a regular primary care provider, and more likely to report emergency room (ER) use (Collins, Hall, and Neuhaus 1999). African Americans and Hispanics are also less likely than whites to have a usual source of care and to have a health care visit in the last year, disparities that persist even after controlling for poverty status (Kaiser Family Foundation 2003).
