Road pricing is being forced on local authorities by Ministers who threaten to withhold funding if they refuse to co-operate, an influential Commons committee has warned.
Councils have been placed under "significant pressure" to use drivers as guinea pigs and introduce pilot schemes, the Transport Select Committee said.
