Feb. 18--The judge overseeing the seven-year saga known as Hickory Woods is frustrated by delays in the case and now wants a "global settlement" of all the issues surrounding the contaminated neighborhood. City Hall, taking its cue from the court, has shelved a plan left by the previous mayor and is working on the global settlement -- a new strategy that could resolve all the outstanding sticking points: How will homeowners be compensated?
