The powerful "Cosmic Microwave Background (CMB)" signal currently associated with the origins of the Universe is examined from a historical perspective and relative to the experimental context in which it was measured. Results from the COBE satellite are reviewed, with particular emphasis on the systematic error observed in determining the CMB temperature. The nature of the microwave signal emanating from the oceans is also discussed. From this analysis, it is demonstrated that it is improper for the COBE team to model the Earth as a 285K blackbody source.
